Officer Skarner

This was an idea floating around /vg/, so I illustrated it. Much credit to whoever came up with the original idea:

Q: Beats down surrounding crowd with his shield.
W: Lights up and turns on his siren. Increased movement speed and squealing tires.
E: Damages and marks all enemies in a line with his laser sighting.
R: Tases you and screams, “You’re under arrest!”
